UC Promotes Academic Freedom in Teaching Through Evidence-Based Policy-Making Seminar-Workshop

By: UC Research Services Office

The University of the Cordilleras (UC), through its Research Services Office (RSO) in partnership with the Political Science Society (PSS), conducted a Policy-Making Seminar and Workshop on October 23, 2025, at the UC Auditorium. The activity aimed to deepen participants’ understanding of the policymaking process and its role in evidence-based governance and research translation while fostering an academic environment that encourages critical inquiry and the exchange of ideas.

The seminar featured resource speakers who shared their expertise on evidence-based policy, the fundamentals of policymaking, and the development of policy briefs from research outputs. Atty. Paolo Raynor E. Salvosa discussed the importance of using data and research to inform decisions addressing real-world issues, while Mr. Jefferson M. Delmendo explained key policy frameworks, stages, and the roles of stakeholders in policy development. Dr. Ferdinand D. Lawan facilitated a workshop on transforming research findings into concise and actionable policy recommendations.

The event brought together students from different colleges, university employees, and external guests from Benguet State University (BSU), providing opportunities for academic discussion, knowledge-sharing, and engagement with diverse perspectives on public policy and governance. Through the contributions of the resource speakers, the activity highlighted the role of academics in facilitating learning, presenting research-based knowledge, and encouraging students to examine policy issues critically and independently.

This initiative supports the principles of academic freedom in teaching, as reflected in SDG 16 (Peace, Justice, and Strong Institutions), Indicator 16.2.6 (Academic Freedom Policy). By creating opportunities for academics to share their expertise, explore policy concepts, and guide evidence-based discussions, the activity contributes to an educational environment that values intellectual inquiry, diverse viewpoints, and independent thought. It also aligns with SDG 4 (Quality Education), particularly Target 4.7, by strengthening learners’ understanding of governance, policy development, and responsible citizenship through research-based and participatory learning. Its emphasis on evidence-based decision-making and research translation further supports SDG 9 (Industry, Innovation and Infrastructure), especially Target 9.5, by promoting the use of research and innovation to address societal challenges. The seminar also contributes to SDG 17: (Partnerships for the Goals) through collaboration among UC offices, student organizations, academics, and Benguet State University.
