OPLAN KALULUWA 2025 (Operation Spirit) was a successful three-day public safety initiative undertaken in Baguio City from October 31 to November 2, 2025, with the primary goal of ensuring the city remained peaceful and orderly during the major holidays commemorating All Saints’ Day and All Souls’ Day. This comprehensive effort was built on a partnership between the Baguio City Police Office (BCPO) and UC-CCJE Criminology Practicum Interns— students receiving hands-on experience in the field.

These interns were strategically deployed to critical locations across the city, including cemeteries, main thoroughfares, public spaces, and the central business district, which experience significant congestion during these times. Their operational duties involved practical public service tasks such as directing vehicular and pedestrian traffic, offering instructions to the public, staffing Police Assistance Desks, and assisting law enforcement in maintaining overall security and order. The committed involvement and display of discipline by the interns contributed to the orderly and seamless flow of people and vehicles throughout the three-day holiday.




This successful implementation reinforced the importance of security and order, demonstrating the interns’ crucial role in assisting the city during significant events. The operation’s success in maintaining security and peace directly supports the aims of United Nations Sustainable Development Goal (SDG) 16 (Peace, Justice, and Strong Institutions), while the successful cooperation between the students and law enforcement exemplifies the local spirit of SDG 17 (Partnerships for the Goals).
