Risk Assessment and the Use of Discretion in the Philippine Criminal Justice Correctional System: Advancing an Evidence-Based Justice System

On June 22, 2026, the UC–Rights2LIFE Project hosted an academic lecture, featuring Dr. Raymund E. Narag, Fulbright Scholar and Associate Professor and Graduate Program Director at Southern Illinois University Carbondale.

The lecture brought together Criminology students from the University of the Cordilleras (UC), Benguet State University (BSU) – Bokod and Buguias Campus, and Cordillera Career Development College (CCDC), together with personnel from the Bureau of Jail Management and Penology (BJMP) and the Parole and Probation Administration (PPA). Drawing from his research and professional experience, Dr. Narag emphasized the importance of risk assessment, professional discretion, and evidence-based decision-making in promoting a more effective, accountable, and human rights-based criminal justice and correctional system.

Among the highlights of the lecture were discussions on the Criminogenic Risk Assessment Tool, evidence-based correctional interventions, ethical decision-making, and the practical application of research in criminal justice policy and practice.

The activity reflects the Rights2LIFE Project’s ongoing commitment to strengthening human rights education, promoting evidence-based practice, and creating opportunities for collaboration among students, practitioners, and academic institutions towards a more just and responsive criminal justice system.

This activity aligns with SDG 4 (Quality Education) by enhancing learning through expert-led discussions and evidence-based criminology education; SDG 16 (Peace, Justice and Strong Institutions) by promoting human rights, ethical decision-making, and effective criminal justice practices; and SDG 17 (Partnerships for the Goals) by bringing together higher education institutions and criminal justice agencies to strengthen collaboration in research, education, and professional practice.
