On April 23, 2026, faculty members from the University of the Cordilleras-College of Criminal Justice Education and Rights2LIFE Project, led by Dr. Nica D. Togana, convened a significant meeting with Baguio City Councilor, Hon. Edison R. Bilog, to discuss critical advancements in social inclusion and human rights. This collaborative effort directly supports SDG 10 (Reduced Inequalities) and SDG 11 (Sustainable Cities and Communities) by addressing the systemic barriers faced by marginalized populations within the urban environment.

Dr. Togana presented comprehensive research findings regarding Person(s) with Disability (PWD) inclusivity in Baguio, utilizing fifteen observers to evaluate the accessibility of business establishments, transportation terminals, public roads, and other essential infrastructure. These empirical observations were further validated through direct interviews with PWDs, providing a holistic view of the city’s current landscape of inclusivity. Councilor Bilog commended the depth of the study and emphasized its potential as a foundational tool for drafting more effective local ordinances and policies aimed at protecting and empowering PWDs.

The dialogue further transitioned into the realm of SDG 16 (Peace, Justice and Strong Institutions) through the presentation of the Rights2LIFE project. Sir Scyld Segundo detailed the project’s mission to safeguard fundamental human rights and expressed a strong desire for formal collaboration with the city government to enhance institutional protections for all citizens. By seeking a partnership between academia and local governance, the team highlighted the importance of collective action in fostering a just and rights-based society.

This spirit of cooperation culminated in the soft launch of an upcoming International Conference scheduled for the following year, which aligns with SDG 17 (Partnerships for the Goals). Recognizing the global and local significance of these issues, Councilor Bilog recommended that the city government serve as a co-sponsor for the event to ensure its success and to solidify the bond between the university and the local government unit. This proposed partnership underscores a shared commitment to addressing human rights and inclusivity through integrated, multi-stakeholder strategies that benefit the entire Baguio community.
