The faculty of the College of Criminal Justice Education (CCJE) recently participated in a crucial upskilling seminar on modern criminal investigation techniques, led by Dr. Rudy Gahar. Dr. Gahar, an accredited lecturer and promoter of professional development in forensic science and investigation, detailed the current landscape of criminal investigation in the Philippines, covering the legal steps from dispute to the criminal action proper, including the roles of the PNP, Government Agencies, and the DOJ.
The core focus of the training was moving towards ethical and human rights-compliant investigation, which is vital for achieving the Sustainable Development Goal (SDG) 16 which is on Peace, Justice, and Strong Institutions. Dr. Gahar emphasized that investigators must use ethical techniques that do not violate the rights of a person in getting evidence to secure ethical, reliable, accurate, and quality information.




The CCJE faculty learned about Cognitive Interview (CI), which uses methods like reporting everything and recalling events in different order to determine truthfulness. They also studied the PEACE Model, an ethical framework that uses a Funnel Effect in questioning, starting with open-ended questions and moving to probing questions. This focus contrasts strongly with traditional methods like the Reid Technique, which has been criticized for using deceit and coercion.
Furthermore, the discussion covered custodial investigation, noting that it is an accusatory process directed at a suspect to obtain a confession and must strictly comply with the BILL OF RIGHTS and relevant laws. By integrating these ethical and evidence-based methods, the CCJE faculty are ensuring their instruction supports fair legal processes and strengthens the rule of law.
