Building upon the strategic partnership established on November 7, 2025, between the University of the Cordilleras (UC) and the Police Regional Office-Cordillera Administrative Region (PRO-CAR), the development of the Web-Based Online Crime Evaluation System (WeBOCES) has reached a significant new milestone. On March 10, 2026, a meeting was held to move the project into its next phase, focusing on indicator validation and establishing a timeline for pilot testing.

This progress follows the step-by-step plan and project schedule originally presented by CCJE’s Dean Robino Cawi, which detailed the transition from system design to practical implementation. A key outcome of this recent meeting involved the refinement of the project’s data-collection instrument.
Regional Director PBGEN Ericson D. Dilag directed the reduction of the questionnaire from 37 to 30 questions. Officers from the PNP previously suggested ways to make the system easier and more efficient. This streamlining ensures that the tool is better suited for the day-to-day realities of police work and matches the information needs of the force.

The finalized 30-question instrument is set to be a cornerstone of the PNP P.A.T.R.O.L. Plan 2030, directly supporting the objective of advancing evidence-based policing through data-driven operations.
This initiative continues to align with several UN SDG’s. The program achieves SDG 16 (Peace, Justice, and Strong Institutions) by promoting transparency and accurate data in policing. It also achieves SDG 17 (Partnerships for the Goals) through the ongoing collaboration between UC-CCJE and PRO-CAR. Likewise, SDG 9 (Innovation and Infrastructure) is achieved by investing in specialized technological resources to improve public safety services.

The successful validation of these indicators marks a vital step toward the full implementation of WeBOCES, ensuring the system provides the “fact-based policing” necessary to boost community safety across the Cordillera region.
